The BCG stat is damning and the manager problem you describe is real - I've seen orgs making headcount decisions based on benchmark numbers that don't survive contact with actual codebases.

What the studies miss: productivity gains are wildly tool-dependent. After two months switching between Claude Code and OpenAI Codex on the same project, the delta between tools mattered more than 'using AI vs. not.'
